actually, now that I think of it, 6 is also a good answer.

for the uneven numbers there is 1x 1 3 5 7 9
for the even numbers there are 2x 0 2 4 and 8
only 1x 6, so if x=6 then the uneven numbers are in the matrix once, and the even are there twice =p
